Q&A

Safeguards are measures that protect a person’s rights, safety, and wellbeing. In the NDIS, safeguards include policies, checks, systems, and supports designed to keep participants safe from harm, abuse, neglect, and exploitation.

Safeguarding in the NDIS refers to all the actions taken to protect participants from harm and ensure they receive safe, high-quality, and respectful supports. It includes incident reporting, worker screening, complaints handling, training, service agreements, and monitoring provider behaviour to ensure participants’ rights are upheld.

Safeguards are needed to ensure that every NDIS participant can access supports in a safe, respectful, and trustworthy environment. They help prevent abuse, neglect, poor-quality services, and financial or personal harm. Safeguards also give participants confidence, protection, and a clear pathway for raising concerns.

Participant safeguards are discussed during planning meetings, plan reviews, risk assessments, and when significant changes occur in a participant’s life or support needs. Support coordinators, LACs, and providers may also review safeguards regularly to ensure the participant’s safety and wellbeing remain a priority.

The NDIS Quality and Safeguards Commission oversees the safety, rights, and quality of NDIS services. It:

* Regulates NDIS providers
* Handles complaints and reportable incidents
* Conducts audits and investigations
* Manages the NDIS Worker Screening Check
* Sets rules, standards, and best-practice guidelines
Its role is to ensure participants receive safe, high-quality supports.

Examples of safeguards include:

* NDIS Worker Screening Checks
* Incident management and reporting
* Complaints and feedback systems
* Service agreements
* Behaviour support plans
* Staff training and supervision
* Policies that prevent abuse, neglect, or exploitation
These safeguards work together to protect participants and improve service quality.
You do not apply for a safeguard; safeguards are built into the NDIS system. However, you can strengthen your personal safeguards by:

* Requesting supports that improve your safety (e.g., Support Coordination)
* Asking your provider about their incident and complaints processes
* Ensuring your workers have valid NDIS Worker Screening clearance
* Reporting safety concerns to the NDIS Commission
* Creating or updating your behaviour support or risk management plan

If you need a specific safeguard, such as a behaviour support plan or home modifications, your planner or Support Coordinator can request it during your NDIS planning or review meeting.
